sys/bitops.h: fix __BITMAP_ZERO for non-GCC compilers

Running 'make -C sbin/cgdconfig lint' failed with:

cgdconfig.c(1253): error: left operand of '->' must be pointer to struct
    or union, not 'struct <unnamed>' [104]
