kern: New functions timespecaddok, timespecsubok.

Return false if timespecadd or timespecsub with the same arguments
would overflow (possibly in an intermediate calculation), true if OK.

Typical usage:

sys_wotsit(...)
{
        ...
        if (!timespecsubok(x, y))
                return EINVAL;
        timespecub(x, y, xydelta);
        ...
}
