Would there be any use to/interest in adding a forced swap to the system?
Say, either a signal, or a system call, which causes the target process
to be forcefully swapped (if any swap space is available) and kept swapped
for at least N seconds, where N is at least 20.  I've seen cases where I'd
kill for this, especially when I have an X server that I don't want to *kill*,
just page out for a few minutes.
