Yes.  However....

Smart gettys that handle such features as FAX and voice and which are
smart enough to open the tty in non-blocking mode and listen for the
CONNECT message before they do anything should also be smart enough to
detect when DCD is finally raised by the modem and not do anything else
but record the type of incoming call until that time!
