If you follow -current, you probably noticed that I've finally checked
in a <bsd.nls.mk> makefile header that builds and installs message
catalogs for programs and libraries.
It's pretty clear to me that message catalog source files need to be
in a subdirectory of a program's (or library's) source directory.
Otherwise the program's main directory could quickly become over run
by message files.
The only thing left to do is to pick a name for the directory.
Something like "nls, "msg", "messages", "msgcat", ... I'm open to
suggestions.
