To do this for ftp(1), make the variable "ftp_proxy" point to your proxy
server.  i.e. in bourne style shell,

  ftp_proxy="http://proxy.foo.com:8888/"; export ftp_proxy

or in C shell,

  setenv ftp_proxy "http://proxy.foo.com:8888/"

Note the presence of "http://" and the trailing "/".
