afaict, nothing. the "operator" group is assigned to df, shutdown,
/etc/dumpdates, /etc/skeykeys (but...only root can read it?), and disk
devices, but that appears to be it.
the "operator" user is not associated with anything that i can see,
although i can't say that it's not referenced in some binary for some
reason.
