I like this direction, however don't stop at "host-${PROG}".

Use "${MACHINE}-${PROG}" or even "${MACHINE_ARCH}-${PROG}" if that works...

Note the GNU "way" would be:
	HOST_TOOL=${MACHINE_ARCH}-unknown-netbsd${UNAME_RELEASE}-${PROG}
