everyone uses hard links, as far as i know.  for one thing, that's how
zic does it and everyone uses zic.  the other thing is that symlinks
aren't needed since all the zoneinfo will be on the same filesystem.
the use of symlinks might be a little more demonstrative, but the
usual reason for symlinks isn't there.

i was being a little facetious.  once you have a file and a hard link
to it, they're indistinguishable.  to me, the idea of a file being
replaced with a hard link to a file with a different name is silly.
