This appears to be one piece of a multi-stage "fix".

 - change the primary name of the TZ to Asia/Taipei instead of ROC
(i.e., add Asia/Taipei as another name for the ROC file)
 - change what solaris install sets your default timezone to if you
indicate that the system's locale is Taiwan.

The ROC name for the time zone file itself was not deleted because
that would break systems installed for Taiwan.
