indeed! and dst can shift randomly. witness (parts of) brasil of
this year.
one merely needs to decide if adding one hour means an hour of actual
time, or an hour of wall-clock time, similarly for one day, and act
accordingly. ignoring the fact that dst *exists* is just asking for
trouble.
