You are comparing GNU Tar to 'tar'.  They are not (any longer) the same
thing.

There never was a '-W' flag in 'tar' to be removed.  'tar' is now a
special command-line front-end to 'pax'.

If your real question is why 'tar', which used to be GNU Tar, is no
longer GNU Tar, well then there's a whole thread about that in, IIRC,
the current-users mailing list archives.

Suffice it to say, once again, that if you want GNU Tar then you should
install it (eg. from pkgsrc/archivers/gtar) and then you'll have it and
all of its options and features and so on.
