My (personal) opinion is that it should go in if:
a) it has a man page,
b) it conforms to the NetBSD style, and
c) it would obfuscate jot(1) or seq(1) to
consolidate them.
I think it's reasonable for us to have a seq(1). It's simple
and light-weight.
