Reading hier(7):
/usr/ contains the majority of the system utilities and files
bin/ common utilities, programming tools, and applica-
tions
sbin/ system daemons and system utilities (normally exe-
cuted by the super-user)
/usr/bin would seem to me like the "most correct" place. I almost
wonder if we should have a "make-moduli" wrapper script and put these
two programs in /usr/libexec ...
