That is the original way TZ worked, all this file-based stuff is modern.

We used to set TZ=GMT0BST-1 and put up with having the USA dates for
changing to/from summertime (the were typically one week out).

ISTR there is a syntax for specifying the start/end dates.  The UK
used to switch on the Sunday after the 4th Saturday in March.  This
could be coded as 26:00 on the Saturday, the first year it mattered
(for a long time) the government changed to the 4th Sunday....
