I propose that we bring the behavior of /bin/sh a little closer to what
users will expect from bash or tcsh installations on other systems, by
enabling emacs-style command line editing by default.

It is easy enough for users who do not want this to turn it off (or turn
on vi-style editing) in /etc/profile.  But I propose turning it on by
default so that it works in single-user and emergency shells even if there
is no /etc/profile present.

I believe that with this change, for at least 90% of users sh will be
effectively equivalent to bash out of the box.
