It should, and you can test that easily: if a mail to a non-existing
user is rejected at the RCPT stage, that means that the MTA did the
check.
Of course, you can misconfigure your MTA so that it accepts messages
for any recipient and rely on mail.local to check for the user existance,
and in that situation, with the current mail.local, you will silently
discard messages to unexistant users.
