ipscan and /dev/ipscan?

Should ipscan and the two manual pages be installed?

I have never used it, but /dev/ipscan is created:

Create /dev/ipsync, /dev/ipscan and /dev/iplookup (misc/33504).

p.s. I noticed this because I am working on generating man pages using 
man0/Makefile and it includes ipscan.8 and ipscan.5.
