ksh(1) says (about the "test" builtin): -f file file is a regular file.Apparently the version on your system doesn't think the "./config.sub" file on your system is a regular file.
I can't reproduce that problem on netbsd-4, not with a regular file (executable or not), nor a symlink that points to an existing regular file.
