It has no knowledge of routing.
However, it does have knowledge of the interface adding it, and when
called by dhcpcd it's also given a metric, which gives dhcpcd a little
more control over the default ordering in resolvconf.

So basically if dhcpcd brings up interfaces A and then B whilst keeping
the default route for A then the resolv.conf for A will be preferred by
resolvconf.
