pkgsrc and path

Hello,

In NetBSD 4 the default $PATH contains /usr/pkg directories after / and /usr.

However, crucial packages like pkg_install include binaries that are
intended as replacements for binaries in /usr.

In my view either the default path is wrong or these packages are
wrong because these two simply do not work together.

Since NetBSD is the native platform for pkgsrc and we have version 4
of NetBSD and long history of pkgsrc this should be sorted out
somehow.
