Of course it can. The system could use a DNS recursor other than BIND,
it could just use a non-local DNS server, etc. Your assumptions are not
correct for this reason.
Now tell me again where this was discussed and why this is the correct
way to implememt it?
I would actually consider hard-wiring the IP/IPv6 address of the host a
more than valid approach if you insist on the early ntpdate...
