This is the one part I don't agree with. I can see four different
systems

(1) Upstream DNS resolver present

(2) No upstream DNS and only local DNS resolver

(3) No upstream DNS and public DNS resolver

(4) No upstream DNS and public authoritive DNS.

The first doesn't need this service, but can benefit with the help
resolvconf. That is, if we also include resolvconf, it makes a very nice
default configuration.

The second item doesn't change if you later start the "full" instance of
named.

The third item can be handled easily by changing the resolver
configuration.

The fourth item is the only case where it can make a difference. If you
follow DNS best practise, you don't want to use the same IP for both
services, which brings up the question why you want to run a single
daemon.

In summary, I don't see how playing games of trying to kill the pure
resolver really improves the situation. Can we please just use the much
simpler approach of two independent named instances?
