Adding openresolv to base - take 2

Hi List

A while ago, I proposed adding openresolv to the base system [1].
Following the thread, I think all issues were addressed. There was some 
discussion about patching this into libc, but that didn't come to anything.

Aside from one dissenter I think everyone else was either positive or neutral 
about its addition, so unless anyone speaks up I'll merge it probably the 
middle of next week or next weekend.
