Oh my own systems, I can and have, because some things preserve $TERM
but not $TERMCAP.  The world is not all my own systems.

You asked "what...depends on this", not "what can't be worked around".
There are numerous workarounds possible, of varying degrees of ease.

And I still maintain the onus is on the people who want to eliminate
compatability, not the people who want to keep it.
