I'll disagree with the notion that it has to be used by scripts in
startup.

An example:

I have 3 boxes that run NetBSD, one of which is a server. The other two
are only occasionally running NetBSD. So easy to think of one server + 2
clients.

The wife and children are factors - all insist that cables are not used
to connect (for different reasons ;) so I have to run either wireless or
Ethernet over Power. With wireless, I get drop outs when the microwave
or tumble drier are turned on. With the shiny new Ethernet over Power,
none of the above are true, but my son has recently discovered the art
of pulling out plugs. UPS keeps the box up, but network is lost.

So I find that each time In ssh from one box to another the first thing
I do is fire up tmux (used to be screen). The ability to detach and
reattach has saved me many hours work.

On this basis alone, and for a program quite small, it should be added
to base.

I would personally argue that programs like openldap, postfix and others
which have been mentioned are better served in pkgsrc which should be
able to be cross compiled. There is no reason why this cannot be made
possible - Gentoo offers some degree of cross compliation for the
majority of "popular" packages. We, I am sure, can do better :)
