managed-keys in /etc/named.conf

The message for the commit last summer that added lines enabling
DNSSEC in the default /etc/named.conf also mentioned populating
managed-keys.bind, but no files materialized in /etc/namedb/keys.
Consequently, if I run named in a stock 5.1 installation, it
continually complains about keys/mumble and keys/grumble being files
not found.  Was this intentional, and am I supposed to populate the
directory myself, or was the commit supposed to do more?
