Let's define a set of archs where we enable it by default in
sysinst (by writing powerd=YES to rc.conf).

Let's also add a check to usr.sbin/postinstall to nag if on one of those
args there is no explicit powerd= line in rc.conf and suggest to the user
to enable it (or make the nagging stop by an explicit powerd=NO line).
