You might want to try fetching a 7.0_STABLE kernel from a recent build,
and run that - there have been a lot of bugs fixed in NetBSD 7 since it
was released.   I am not sure that the one you are seeing is one of them,
but it would be a pity to be hunting for a bug that has already been found
and fixed.
