I still prefer your original approach:
SUS doesn't specify the behaviour.
No-one is known to rely on the old behaviour.
The new behaviour makes much more sense (to me).
If I understood you correctly, the old behaviour can be emulated by
	set -x 2>/dev/stderr
after the change in case anyone is going to need it.
