Import libuv, needed by bind-9.16.x

Why was this import not discussed before it happened? I remember quite a
few concerns about the long term state of BIND and whether it wouldn't
be better to drop it (potentially in favor of Unbound), so it seems
somewhat rude to just import another not so small and redundant library
without any discussion.
