More ATF man pages fixes

Hi,

The attached patch do fix some more problems i noticed in ATF man
pages ...

- Fix ATF_TP_ADD_TCS/ATF_TP_ADD_TC arguments in atf-c-api(3).
- Consistently use section 4 for atf-test-case man page.
