Rewrite fs cleanup/set_immutable in C++

The C versions are completely unnecessary and just contribute to add an
extra level of indirection.  Rewrite this functions in C++ and delete the
C implementation.

This code, along with some other functions, will have to move into the
atf-run subtree later, as it's pointless to expose it through the library.

Addresses ticket #32.
