Implement expected failures in atf-c/atf-c++

No support to process the results from atf-run yet.  Also, as a bonus,
the C++ interface gains the fail_nonfatal method (mostly useless as it
is not well-integrated with the rest of the library though, but nice to
have to keep the new tests consistent).

This is the first attempt to address ticket #20 as proposed in the
DesignXFail feature design document.  Does not cover implementing
expected signals/exits yet.
