Include atf-c/Makefile.am.inc before atf-c++/Makefile.am.inc

For some reason, automake is not installing atf-c before atf-c++.  If
libtool decides to relink atf-c++ right before installation (as can be
the case under some circumstances), the installation fails.

Reordering the inclusion of the Makefiles fixes it because the libraries
are added to lib_LTLIBRARIES in the correct order. 

Seeing this problem under NetBSD when the destination prefix is wiped.
