Modernize autoconf usage

Add AC_LANG_PROGRAM calls to all code snippets, replace AC_TRY_RUN
and AC_TRY_COMPILE by AC_RUN_IFELSE and AC_COMPILE_IFELSE, and add
some quoting.

Fixes many warnings that popped up with the upgrade to autoconf 2.68.

Also addresses ticket #68.
