No.

Probably not; when/if we replace the i386 console driver with
something 'new and different', we could very well rip the screen
blanker out.

If somebody's using the console, then the screen shouldn't blank.
If they're using the console, and step away from it, they should
blank it themselves.  I've never had a case when i left the console
on, and i didn't want it to blank.  (in fact, quite often,
i WANT IT to stay non-blank.)

There's no reason it should be done in the kernel, and it wastes
space.
