because:
	(1) that's where it was in net/2 and Lite,
	(2) there has been little interest by the other port
		maintainers in doing the same thing for their
		ports

eventually, there might be something called /usr/src/distrib,
or something like that, which will contain things like this,
and other distribution tools.
