The answers to all of the questions you asked is `yes'.  The is no
significant different between a `com' port attached to an `ast' and any
other `com' port, except the way interrupts are handled.  The `ast'
driver itself is for multiplexing the interrupt.  If your card is in
`compatible' mode, then it's using one IRQ per serial line, and you
shouldn't use the ast driver.
