Regarding send-pr, it may be helpful if each bug report was ack'ed as it
arrived.  Even if the ack was automatic and included a message like:

	Thanks for your report, your bug # 12374658 out of 12374658
	to check on the status of your report use .....

	If you would like to find out further information on a bug
	use ....

At least then, people using send-pr would get a warm fuzzy (but slightly
depressed :-) feeling from knowing that the report did arrive.
