Thanks for all the answers - about five people responded quickly and
all pointed out that there should be a symlink from /etc/localtime to
the correct time zone in /usr/share...

Unfortunately, I already had that symlink, so it looks like there's a
mips-specific bug in ctime() or one of those routines.   I'll poke
around and see what's happening - hopefully it won't be too painful to
fix...
