% mail -s --help query-pr@netbsd.org < /dev/null

That'll get you a short summary help document.  You probably want
something like

% mail -s --summary query-pr@netbsd.org < /dev/null

to get a summary listing - one line per pr - or

% mail -s '--full 1234' query-pr@netbsd.org < /dev/null

to get a full report on PR #1234.
