I had a beforedepend: target in the original Makefile, but forgot it
when I rewrote it. Patch is send-pr'd. For a quick fix, add in 
src/usr.sbin/gspa/gspa/Makefile
gsp_gram.c to the CLEANFILES line and a line like this:

beforedepend: gsp_gram.c
