It turns out that my change to use ksh-style variable expansion in
bsd.man.mk has uncovered some bugs in our shell.  I see that a fix
was submitted and has been checked in, so there is no need to back
the enhancement out (it makes installing manpages much faster). 

But before you install new makefile headers, please install the 
fixed shell.
