Oops...

  The changes I've sent in last message does not work as I wanted.  Maybe
I should have tested BEFORE sending the message.

  Now I have a quotaon.c that does exactly what I wanted, but studying
the problem deeper showed me that this will give more work than it's
worth.  If the changes are implemented other files would have to be
changed also, like quotacheck, edquota, repquota, etc.

  The problem is that all of them must know which kind of quotas are
enabled AND in which file they are located.  I solved this in my version
of quotaon by adding two flags (-G and -U).

  Maybe it's easy to drop down my ego and edit fstab...  :(
