I seem to recall that bsd.man.mk was changed to use some sh magic to
generate the directory name, rather than a backquoted expr command, and
very shortly thereafter a commit to sh was described as a bugfix
related to this.  Granted, the memory is fuzzy, but you might try
building and installing an up-to-date sh and seeing if that fixes it.
