That's how it's done on many NetBSD ports already, and how it was done
on the i386 until it was decided that "everything, but unused stuff
commented out" was a good idea there.

I agree with you.  Including all options, just commented out, in
'real' kernel config files only adds clutter, wastes space, and is
generally annoying.
