uh...yeah?  look at the top of /etc/rc right below the part where it
mounts /var...

   ...
   mount /var >/dev/null 2>&1

   # clean up left-over files
   rm -f /etc/nologin
   rm -f /var/spool/lock/LCK.*
   rm -f /var/spool/uucp/STST/*
   (cd /var/run && { rm -rf -- *; install -c -m 664 -g utmp /dev/null utmp; })
   ...

why don't you stick it in /var/spool?
