You're missing my point.  Once more, from the top:

Third party mail packages may or may not support this.  I'm concerned with
the latter.  What about the users that have no means or ability to fix
this, particularly using apps running under an emulation.  Do these people
just Lose if the app doesn't do anything meaningful with the $MAIL
variable?
