As a simpler solution, why not simply prepend this to each message:

The NetBSD Foundation grants the right to use the information
contained in this message provided that the user agrees to
accept and abide by the license terms of the files from which
these patches were generated. That is, patches contained in this
message for a specific file may only be used under the same
license terms as the original file.
Or something to that effect (perhaps have a lawyer write something a
little better). That should be enough, right?
